I sell Elephant Garlic by the bulb not by the pound. One order is for one bulb.
Most bulbs contain 4+ cloves, sometimes even up to 7. Plant, harvest, and cure as you would hard neck garlic, making sure to snap or cut off the scapes as they appear. If you allow the scape to grow and create a seed pod, the size of your bulb will suffer and be much smaller than expected.
Elephant garlic seed is usually sterile, so there's no use sacrificing the size of your main bulb for seeds that won't grow anyway. However, bees LOVE allium flowers, so if you want to feed your bees and make them happy, leave the scapes on.
Something to note: Elephant garlic is not a true garlic. It's in the LEEK family.
